Contractor Bilks Pound Ridge Resident Of $100K, Police Say

WESTCHESTER COUNTY, N.Y. - A Larchmont contractor was arrested by the Pound Ridge Police Department after illegally operating a home improvement business and bilking residents out of more than $100,000, police say.

On Friday, Pound Ridge Police Chief David Ryan announced that following a lengthy investigation into consumer fraud, they have arrested Gabino “Rudy” Soriano for operating the illegal contracting company in Westchester County.

Detectives launched the investigation into Soriano after receiving complaints from a resident that a contractor that was working on their residence for several months was doing so without a license. Police said that the resident reported that the contractor’s work was substandard and cost more than $100,000 for the work completed and the cost of demolition.

It was ultimately determined that Soriano, of Soriano Carpentry and Remodeling was never licensed by the Westchester County Department of Consumer Protection. There was also a history of complaints regarding Soriano’s work, police noted.

According to the Westchester County Consumer Protection Code, “no person shall maintain, conduct, advertise, operate or engage in a home improvement business in Westchester, or hold himself out as being able to do so unless he is licensed.”

Soriano surrendered himself to police custody on Monday, March 27 and was issued an appearance ticket to return to Pound Ridge Court on Monday, April 17.
