On Jan. 8, the Norwalk Fire Department was called to the home at 14 Ohio Ave. about a broken water pipe and flooding conditions in the house, police said. Firefighters found the residence "to be in a deplorable condition," police said.
They also found a dog in the residence and called Norwalk Police, Norwalk Animal Control and the Norwalk Health Department.
While Animal Control was investigating, the owner of the residence, Amanda Calabrese, arrived at the scene, police said.
Investigators determined that Calabrese had not checked on the dog and a cat, which was not located, in two weeks but said she had someone checking on the animals for her, police said.
No water or food for the animals was seen in the house, and the floors were covered in animal feces and urine, which made it difficult to breath, police said.
Officials determined that the conditions were unfit for the animals, which Calabrese surrendered to Norwalk Animal Control at the scene.
Calabrese was charged with cruelty to animals and is due in court on Jan. 20.
