Look carefully at the picture. This tree is most likely on the State or Town right of way. The utility company should flie a claim againt the owners of this tree. The repair costs of labor and materials should be paid by the owner of the tree. Its time for Con Ed to notice over grown tree owners. And charge for the triming or removal as a public hazard.
