In late March, after many months of meetings, the Mount Kisco Planning Board and Northern Westchester Hospital announced a compromise on the lighting layout for the hospital’s proposed parking structure, thus opening the way for construction.
Lighting had stood as a stumbling block in approval of the plan for the two-story parking structure, which will have more than 450 spaces and addresses the hospital’s longstanding parking shortage.
A revised site plan for the structure was approved in December, but the lighting plan was not. The Planning Board’s concerns included the lifespan and strength of the proposed LED lighting, as well as surrounding residents' views of rooftop light poles.
In planning to construct the garage, which will stand in place of a parking lot south of the building, the hospital requested permission to drive trucks through Leonard Park to transfer the building's concrete components.
The village rejected that idea, saying it would be disruptive to park users.
Transport of building materials began in November, when an agreement was reached that does not use the park. The plan had little impact on traffic in the village, according to hospital spokesperson Mark Vincent, and construction is under way.
The hospital's goal is to have the garage built and open by June 2013, Vincent said.
