Putnam Officials Label Abandoned Dog Discovery As Criminal Case

PUTNAM COUNTY, N.Y. -- Putnam County humane law enforcement officers discovered a small dog abandoned in the women's bathroom near Pelton Pond in Putnam Valley on Saturday, Nov. 22, SPCA officials said.

The small white dog, described as a terrier or possibly a Maltese mix, was found by park employees in a crate and was said to be in a severe state of neglect, officials said. 

The dog was said to be underweight and its hair was severely matted. Due to the severity of the neglect, the Putnam County SPCA will pursue the matter as a criminal case, officials said.
