Both the officer and sergeant were checking the area of Heath Place in the Town of Greenburgh when they found the suspect hiding near a residence, said Trooper David Howard, a spokesman for the state police.
Ramos, 28, of the Bronx, was wanted for crashing his vehicle during the abduction after passing through the Yonkers toll barrier on I-87 around 5 a.m. this morning, with the victim inside, said Major Robin H. Benziger, Troop K commander.
When police arrived, gunshot damage was observed on the vehicle windshield. Ramos fled on foot.
The unidentified female victim is being treated at a local hospital, Howard said.
