The Chappaqua resident was a great friend of the three-term mayor, according to Koch's spokesman George Arzt, and will cut short a trip to Japan to speak at the service on behalf of President Barack Obama.
Mayor Michael Bloomberg and Ido Ahroni, the consul general of Israel in New York, also will speak Monday, Arzt said.
It was not clear whether Hillary Clinton would be attending the funeral after retiring as Secretary of State last week, the New York Daily News reported. Koch served as an adviser to Hillary Clinton when she moved to New York and ran for the U.S. Senate in 2000.
The public service will be at Temple Emanu-El at E. 65th St., and will be broadcast live on TV channel NY1 and on the city's website. Koch will be buried at Trinity Church Cemetery in Washington Heights, and there will be a private shiva Tuesday at Gracie Mansion.
Koch, who passed away from congestive heart failure, was mayor in the tumultuous 1970s and 1980s, when New York City faced economic uncertainty and racial turmoil.
He was an indefatigable force in New York City politics, and spent much of time since leaving office in 1989 as a radio talk host, speaker and political gadfly.
