Norwalk Man Charged in Underwear Theft

A Norwalk man allegedly entered his neighbor's apartment uninvited Tuesday. He was later seen masturbating into a pair of pink women's underwear that had been hanging to dry in the apartment's bathroom, according to Norwalk police.

Dublas Sierra-Montoya, 22, was arrested and charged with larceny and burglary. Bond was set at $10,000.

Police were called to the Burwell Street residence just before noon. A 61-year-old woman who lives in a second-story apartment with her daughter and son-in-law had been home alone with the doors unlocked. She heard noises and found Sierra-Montayo, who lives downstairs, in the apartment. She asked him what he was doing there and he mumbled, "Is that your car?" while looking out the window. He left. She called her son-in-law.

When the son-in-law arrived home he looked into the window of Sierra-Montayo's apartment and saw him masturbating into the underwear. He called police.

Police say Sierra-Montayo spontaneously admitted he had been upstairs. The son-in-law identified the underwear as belonging to his wife. His mother-in-law identified Sierra-Montayo as the man who had been in the apartment.

"This gentleman was also arrested in December for a narcotics charge," Sgt. Lisa Cotto said. "He's on our radar now."

She said that entering the apartment is considered breaking and entering, although he was not given that charge. "Luckily, he did not approach that woman, and she was not in any danger," Cotto said. "But basically, you need to call 911. If you hear something, call police first, then call a relative afterward."
